I did the solid fills in Illustrator, exported that as a layered PSD and added the paint strokes in a program called ArtRage. You can download a free version, or pay $25 to step up to the full version with layer support.
I was having a hard time getting the kind of dry brush texture I wanted in Photoshop, but ArtRage with the brush loaded at 2-4% delivers. You can also smear your strokes with the palette knife tool to enhance the directionality. Definitely something to check out while you’re on your painting quest.

Sherm Cohen has some cool video demos using ArtRage to color a Spongebob illustration. He gets a lot out of the way ArtRage lets you blend the colors you’ve laid down.
